Combat
Jihadist Onslaught: A plea to Nationalist Leaders and patriotic Hindus
Subject: Islamic terrorism poised to shake foundations of India. Formation
of a unified Hindu forum & a vote bank essential to combat Jihadists onslaught
and fortify national security.

The lukewarm and half hearted responses by the
Indian Govt. against the ever increasing occurrences of the Islamic terrorist
explosions in the country have increased manifold and it has seriously
endangered India’s stability and national security. The emergence of this
monstrous threat has further exposed the extent of unpreparedness, paralysis of
policy and action that has plagued New Delhi against this dangerous development.
That India is located next door to the epicenter of global Islamic terrorism
i.e., Pakistan, should have provided sufficient incentive to GOI for developing
emergency plans and infrastructure to meet any eventuality. Again for being
encircled by two hostile Muslim countries and having the second largest Muslim
population residing in India the national authorities should have taken a strong
note that the Islamic terrorism is the divine duty of pure Muslims who do not
call it terrorism but Islamic Jihad against the infidels.
Purely and solely – the
real motivation behind terrorism (Islamic Jihad) is the teachings of Qu’ran and
Sunnah. Islam divides the world in two spheres: Land of warfare “Darul Harb”
(non-Islamic world) and “Darul Islam” (Land of peace). It forbids the
practice and teaching of other religions in its midst. Saudi Arabia the cradle
of Islam never allows practice of other religions in its land. Mosques-Islamic
Centers-Madrasas that teach Islam based on Wahabbism must never be overlooked.
But alas not only has the Congress led UPA's
leadership failed to take necessary measures to crush terrorism but it has
incrementally facilitated the free transit of terrorists by opening up travel
with Pakistan through the so called Samjhauta express and other rail and road
links. It further appeased the Muslims by giving them unconstitutional religious
reservations, Hajj subsidies, communal budgeting and the first right over
national resources without requiring them to do any thing for the country. As
more unjustifiable special benefits were afforded to them more communal,
separatist and violent they became. By
contrast, in the US there has not been a single instance of terrorism after 9/11
due to strong security measures, formation of a Homeland security Dept. enacting
stringent laws and by keeping a sharp vigil on airports, bridges, oceans,
coasts, national frontiers and the potential targets.
1) To combat Islamic terrorism
decisively -
it is important that the stakeholders
with undivided loyalty to India are at the helm which translates to the presence
of a nationalist Govt. backed by a unified Hindu front and a comprehensive vote
bank. The current UPA coalition Govt. at the center consisting of multiple
parties with diverse and even conflicting ideologies seems mainly interested in
continuation of its rule through colonial policies and practices of divide and
rule.
The universal goal of the
Jihadists is to establish the theological, political and cultural supremacy of
Islam over the rest of the world. The Muslim masses, the Islamic intelligentsia, clergy and
others support this agenda. Sadly, the Indian leaders at the helm are lacking
the political will to defeat these Jihadi plans. They summarily dismiss the
bloody experiences of a thousand years of tyrannical rule, suppression and
oppression by the Muslim invaders and their local agents in every nook and
corner of India.
2) For the
health of its “vote bank” the UPA has turned India into a soft state. The UPA Govt. cannot fight terrorism so long as its
constituents and supporters are in a competitive race to placate extremism among
Muslim fundamentalist forces. An ideologically and politically weak UPA Govt.
which believes that mollycoddling jihadist and malcontents is the best way of
pandering to those who claim to influence Muslim voting patterns, fiddles as
India burns. Notorious Afzal Guru has been given death sentence in the
Parliament attack case but the Govt. has refused to hang him.
It has joined hands with Naxalites in Andhra
Pradesh and with ULFA in Assam for the sake of votes. With acts like this it
sends a clear signal that India is a soft country. The war against terror cannot
be selective. According to an estimate, there are some
15,000 Maoist activists with 10,000 firearms roaming in the backstreets. They
pose the biggest inner security challenge and wield influence in 170 of the 602
district of the country. Their sphere of influence covers 16 of the 32 States.
Yet the Govt. for obvious reasons remains frozen in its response.
January 1, 2008 terror strike on CPRF at Rampur
in UP, besides exposing the chinks in the paramilitary armor and preparedness to
combat exigencies, has driven home the point that the militants can target
civilian and paramilitary installations with ease - the CPRF and courts in UP,
temples , trains, shopping centers , Parliament and so on - anywhere and anytime
in the country.
3) Relentless
Acts of terrorism: It may be recalled that after the terrorist attack on
Indian Parliament on December 13, 2002 there was a massive build up of Indian
forces on Indo- Pakistan border that sent an unmistakable message to Pakistan
and the Jihadists about the possible severe consequences. But now the terrorists
have received a boost courtesy of the appeasement policy, religion based
reservations, Sachar commission recommendations.
The terrorist attacks on CPRF and in UP
courts were the latest in an ongoing series. Over the past three years, major
terrorist strikes have been engineered by Pakistan-backed groups in Delhi,
Bangalore, Ayodhya, Mumbai, Varanasi, Hyderabad, Malegaon, Panipat ('Samjhauta
Express'), Ajmer and Ludhiana, with lesser attacks at a number of other
locations. These instances clearly prove that India is frightfully failing to
contain the menace of Islamist terrorism and its leadership cannot evade the
responsibility for this colossal failure.
In fact Varanasi, the most revered holy city of
Hindus, bore the brunt of Islamist terrorist attacks twice. On March 7, 2006, at
least 21 Hindus were killed and scores injured in bombings at Sankat Mochan
temple and the railway station in Varanasi. Before that, terrorists had made an
abortive bid to attack the Ram Mandir in Ayodhya.
There is sufficient evidence to suggest that
Islamists have little to fear in Uttar Pradesh where politicians, especially
those of the Samajwadi Party and the BSP, vie with each other to extend
protection and patronage to groups and individuals whose interests are in direct
conflict with those of the nation. For example, the Samajwadi Party, while in
power, refused to implement the all-India ban on SIMI whose role in fomenting
and promoting terrorism has been established beyond doubt. Driven by crass
vote-bank politics, the BSP has done little to crack down on terror cells and
jihadi outfits after coming to power.
Jihadist terrorist attacks on Hindus and their
temples continue in the country. The temples such as Raghunath, Akshardham, etc
were specially targeted. In Kashmir alone more than 150 temples were looted,
desecrated, burnt, destroyed and some of them turned into mosques. Neither the
federal Parliament nor the important national railways systems were spared. All
these anti-Hindu activities aided and abated by the Govt. have given an unusual
boost to “anti-Hindu Movement” spearheaded by suspicious characters and
organizations. Such perverse role of the authorities and their casual approach
has further encouraged terrorist activities including those by the Maoists and
Naxlites.
4) Sachar Committee
report: a Capitulation to Islamists - Having failed to eliminate terrorism the Govt.
now appeases the Muslim community by carving out for them the unwarranted
religion based reservations in every field possible thus enhancing their social
separatism, economic opportunism and political clout. This fragmentist
phenomenon was further propelled by the recommendations of the Sachar Commission
which were accepted for implementation in full by the Govt. In today’s India
particularly under the writ of the regime in office sacrificing Hindu interests
to reward, enhance and strengthen the anti-Hindu faiths has become a common
place. Sachar Commission’s politically motivated recommendations have provided a
shot in arm of the Islamic separatism (attachment A).
5) The
exaggerated doses of Islamic propaganda on post Godhra riots must be countered: Going by their incessant propaganda on Babri
Masjid demolition and post Godhra riots the Islamists paint a picture of
injustice against the Muslims in Hindu India and cause multiple, including
psychological, damage to Hindus. They must be reminded of the Islamic
inhumanities, genocide, kidnappings and atrocities committed by the Muslim
sultans during the last thousand years against Hindus. Above all they must be
reminded without mincing the words that not even in a single Muslims country in
the world do Hindus enjoy equal rights as the Muslims do in Hindu India.

Kashmir is already cleansed of Hindus & Sikhs and
Islamized by Jihadists:
With the expulsion of Hindus, Sikhs, Buddhists and other
non-Muslim minorities by Jihadists, Kashmir is Islamized and progressively
drifting away from the Indian domain. Despite the secular character of the
Indian Constitution the Muslim Govt. has already adopted “Sharia” as law of the
state. Yet 100% of its budgetary needs are furnished by the Indian taxpayers
(read Hindus) who are denied citizenship and other rights in that state. On the
fillip side Kashmiris are recognized as full-fledged citizens of India. Further
the J&K finance minister, Tariq Hameed Karra, has boldly announced creation of a
separate currency for the state after the self-rule agenda vociferously pursued
by his party, the People’s Democratic Party (PDP), is achieved.
7) How can we ever forget the
fact that India was partitioned on the basis of religion, as the Muslim
leaders proclaimed that they were a separate nation and therefore, were unable
to live with Hindus in a single country?
They demanded a country of their own
and the British masters readily obliged them. Given the present political
climate brought about by the Sonia- Manmohan regime, unless Hindus consciously
consolidate their ranks and become politically strong the same could happen
again and again. The demographic forecasts are already frightening and predict
that Hindus could be relegated to a minority status in the next fifty years. The
Muslim influxes from the East and West, the Christian conversions in every state
and their capacity to engage in subversions and terrorist explosions in the
heart of India must not be taken so lightly. The recent religious based
separation of Christian East Timor from Muslim Indonesia must serve as a clear
warning about the intentions of the predatory religious merchants and their
foreign patrons.
8) National
Unity - An Effective Response Against Terrorism! :
"Universal
Jihadists demand theological, racial, political and cultural supremacy --
Islamic imperialism --over the rest of the world. This conflict is between the
divine law of Islam and secular, man-made western jurisprudence. In Islam,
religion and politics are inseparable. "The only choice that non-believers have,
according to Islamic doctrine, is to convert, submit or become dhimmis --
subjugated under Islamic restrictions -- or be annihilated."
"Demographic conquest is the most
permanent form of conquests in the world. The Indian state of Kashmir, for
example, was a Hindu majority state for thousands of years. Through invasion,
forcible evacuation, intimidation and conversion lasting centuries, Kashmir
became a Muslim majority state, leading to an armed insurgent conflict by
separatist Muslims ending up imposing Islamic law Sharia.
The Jihadists do not consider
non-Muslims as Hindus, Buddhists, Sikhs, Jains, Brahmins or dalits or OBCs;
urbanites or tribals; rich or poor; atheists or agnostics. For them we are all
infidels and therefore, targets of Jihadi terrorism.
9) Terrorism can
be countered only when the Hindu Nationalist majority assumes its rightful and
democratic role of governing the country and when congress invented corrupt,
domineering and ruling minorityism is rejected.
Therefore, it is extremely important that
in the interest of establishing a real democracy the Hindu majority should take
charge, exercise the power of its votes for electing a Govt. that reflects their
wishes, desires, aspirations and dreams. The threat posed by the Congress
combine which actually encourages jihadists is so enormous that if left
unchallenged, it might alter India for good and relegate the Hindu majority to a
subjugated and powerless lot for ever.
There are thousands of Hindu organizations and
many of them are doing excellent service. But like the hundreds of kingdoms
during the British Raj, without a common goal, platform and a united voice, they
are ineffective at both the state as well as national levels. At this critical juncture in Hindu history what’s needed is leaders
and activists with vision, passion and dedication to unite Hindus across castes
and creeds and build a foolproof national solidarity against terrorism.
10) By virtue of
being the national majority Hindus must build a Unified Hindu front for
defeating Terrorism - Desh Raksha and Dharma Raksha go together: For this task each Hindu family should
be called upon to volunteer a “Dharma Sewak” to devote major portion of his/her
time and energy for "dharma prasar" and "dharma samsthapana" in addition to
raising the consciousness against Terrorism. Such volunteers may also tackle
other issues confronting the nation – the issues that the Govt. has proved to be
incapable of handling. The capable and willing sewaks could assume
responsibilities at state and national levels like the missionaries and Swami
Vivekananda.
Similarly the Hindu electorate in
every election cycle at all levels must produce candidates aware of
unadulterated nationalist ideology, integrity and emphasizing the ultimate need
for a strong national unity and impenetrable security. Whatever the case, the
transformational role of elections must not be under estimated.
While participating in the election
the Hindu voters should cast their ballots for electing
strong leadership
with the unwavering conviction that it is their important contribution as : a)
a step
against Jihadi terrorim, b) an avalanche against Govt. corruption and usurpation of their
temples, c)
a step toward Ram Rajya where, welfare, equality and justice for all as a common
place; d)
a step for ending conversions by predatory religions utilizing Govt. patronage,
material incentives and power as tools;
e) a brick for Lord Ram's Ayodhya temple,
f)
a protective stone on Rama Sethu; and g) a powerful push towards dislodging anti-Hindu politicians
responsible for arresting Kanchi
Shankaracharya ;
11) In our quest
to unify, bringing Dalits, OBCs and tribals must be given first priority into
the social mainstream
:
Realizing that the politically motivated and biased anti- Hindu governance is
the cause of many of the existing national problems, a strong Vote Bank could be
realized by bringing in Dalits, OBCs and tribals on one platform. Such voting
power could be put to use during all future elections and by- elections; thus
electing only those who support Hindu causes and Hindu unity. These hitherto
ignored branches of the broad Hindu society must be given proper recognition,
respect and social support for building national cohesion.
UPA dips into SC, OBC funds
to pay for 'Muslims first' policy,
and penalizes them:
Through a
blatant discriminatory policy, the Centre has reduced the fund allocation for
the welfare of Scheduled Castes and Other Backward Classes by Rs 3,000 crore in
the 11th Five-Year Plan, but tripled the allocation for the minorities to Rs
1,400 crore per annum against Rs 500 crore. (attachment C).
Such politically motivated communal
allocations are specially a blessing in disguise and a windfall for the Muslims.
Being a part of OBCs, apart from the minority schemes, they would continue to
avail the benefits of other schemes as well. Note should be taken of the fact
that over 90 per cent of the Muslim population in the country is already
included in the State and Central lists of OBCs" – an extraordinary story of
favoritism seen any where in the world . This deal was made sweeter by Prime
Minister Man Mohan Singh’s irrational assertion that the Muslims had the first
preference upon country’s resources. That this decision was out right communal,
divisive and politically dishonest did not make any difference for him. Why
should such generous and preferential treatment be denied to much deserving
citizens like the Dalits, workers, the down trodden, the needy and the farmers?
12) Hon'ble
national leaders and patriotic Hindus: A
Nationalist Govt. representing the will and aspirations of the majority is
needed for defeating the Islamic
terrorism and for building
a politically
strong and economically prosperous India.
The Govt. in New
Delhi consisting of multiple parties wedded to diverse and even conflicting
ideologies is unwilling and even incapable of dealing with the serious
challenges, apprehensions and life altering issues faced by the nation. The
terrorists attack Hindus, their temples and even those Muslims who do not
subscribe to Pak-Saudi religious agenda.
A nation that subscribes to human
values like democracy, secularism, freedom of thought and religion and human
right cannot afford to be a silent spectator and do nothing to protect, defend
and enhance them. The conspiracy by Mullahs and Imams and
their supporters to turn India into an Islamic state must be crushed once and
for all. For the attainment of that objective some decisive and firm actions
must be taken and they should include:
1. Governments supporting directly and
indirectly any form of terrorism must be put on notice about the dire
consequences their policies can invite. In good faith they must issue “fatwas”
against terrorists and dismantle policies to aid them;
2. Muslims living in the country must
publicly condemn terrorism, issue fatwas against terrorists, take out
processions in support of their nation and prohibit Mullahs & Imams from
preaching Wahabi brand of Islam. Preaching hatred and Jihad must be kept out of
bounds, and separation of religion and politics must be strictly enforced;
3. Comprehensive plans should be
developed for combating Wahabi brand of Islam politically, philosophically and
administratively since its teachings turns humans into monsters. The Muslims as
Indian citizens must owe their allegiance to the national constitution and those
desirous of living under the” Islamic law Sharia”, must be ready to face
deportation like in Australia;
4. India a frontline state and a prime
target of Islamic terrorism and with the second largest Muslim population
residing here on the frontiers of the epicenter of the Islamic Jihad can ignore
President George Bush’s example of “pre-emptive war” only on her own peril.
Pragmatism demands that New Delhi must ready its plans to bomb out of
existence any terrorist training and indoctrination centers wherever they exist
in India’s neighborhood;
5. The Jihadi terrorism is as old as
Islam itself and it poses a great threat to the established world order. The
nation of India and the ideology of Islam have a centuries old bloody history.
India was subjugated by Islam for many centuries and it bears those wounds even
today. Islam’s history of subversion and conquest in Indian context cannot be
forgotten. In view of the character and content of Islam Hindus are justified
in demanding demographic balance in India so not only secularism and democracy
but also Indian culture and religious tolerance, values not tolerated in
Islam, are preserved.
6. Indian leaders must enter into
discussions and dialogs with other anti- terrorist nations particularly the ones
belonging to the Buddhist and similar creeds for developing understanding and
joint strategies in order to combat this scourge effectively. Needless to state
that in the west the Islamic conquest is against the Christians, who are capable
of punishing the aggressors. But in Asia their main targets are Hinduism
and Buddhism who need to cement their ranks and strengthen their
fighting apparatus.
7. The Hindus, India’s national
majority, have historically been the main target of attack by the Islamic
terrorists. Therefore, as the primary stake holders they must be at the helm in
combating the Islamic terrorism. They must take self initiative and assume
Leadership role in every possible field which should include national security,
anti-terrorist, political, media, social, religious and cultural arenas. They
should also provide leadership in national resurgence movement as well as
in preparing people for countering terrorism through public preparedness,
volunteer defense brigades and support groups in every locality throughout the
country on an emergency basis.

What more is needed to stoke
reaction?
Arun Shourie; Indian Express, Dec 29, 2007:
The
Task Force on Border Management, one of the four that were set up in the wake of
the Kargil War, reported with alarm about the way madrassas had mushroomed along
India’s borders. On the basis of information it received from intelligence
agencies, it expressed grave concern at the amount of money these madrassas were
receiving from foreign sources. It reported that large numbers were being
‘educated’ in these institutions in subjects that did not equip them at all for
jobs — other than to become preachers and teachers producing the same type of
incendiary unemployables.
**It expressed the gravest concern at the way
the madrassas were reinforcing separateness in those attending them — through
the curriculum, through the medium of instruction, through the entire
orientation of learning: the latter, the Task Force pointed out, was entirely
turned towards Arabia, towards the ‘golden ages’ of Islamic rule. It pointed to
the consequences that were certain to flow from ‘the Talibanisation’ of the
madrassas. [In spite of what the Task Forces themselves advised, namely that
their reports be made public, the reports have been kept secret. Accordingly, I
have summarised the observations of the Task Forces in some detail in Will the
Iron Fence Save a Tree Hollowed by Termites? Defence imperatives beyond the
military, ASA, Delhi, 2005.]
And
what does the Sachar Committee recommend?
‘Recognition of the degrees from madrassas for eligibility in competitive
examinations such as the civil services, banks, defence services and other such
examinations’! It recommends that government use public funds to encourage
formation of Muslim NGOs and their activities. It recommends that government
provide financial and other support to occupations and areas in which Muslims
predominate. It recommends that Muslims be in selection committees, interview
panels and boards for public services.
**It recommends that a higher proportion of
Muslims be inducted in offices that deal with the public — ‘the teaching
community, health workers, police personnel, bank employees and so on.’ It
recommends ‘provision of ‘equivalence’ to madrassa certificates/degrees for
subsequent admissions into institutions of higher level of education.’ It
recommends that banks be required to collect and maintain information about
their transactions — deposits, advances — separately for Muslims, and that they
be required to submit this to the Reserve Bank of India! It recommends that
advances be made to Muslims as part of the obligation imposed on banks to give
advances to Priority Sectors.
**It recommends that government give banks
incentives to open branches in Muslim concentration areas. It recommends that,
instead of being required to report merely ‘Amount Outstanding’, banks be told
to report ‘Sanctions or Disbursements to Minorities’. It recommends that
financial institutions be required to set up separate funds for training Muslim
entrepreneurs, that they be required to set up special micro-credit schemes for
Muslims. It recommends that all districts more than a quarter of whose
population is Muslim be brought into the prime minister’s 15-point programme.
‘There
should be transparency in information about minorities in all activities,’ the
Committee declares. ‘It
should be made mandatory to publish/furnish information in a prescribed format
once in three months and also to post the same on the website of the departments
and state governments...’ It recommends that for each programme of government,
data be maintained separately about the extent to which Muslims and other
minorities are benefiting from it. But it is not enough to keep data separately.
Separate schemes must be instituted.
**It recommends that special and separate
Centrally Sponsored Schemes and Central Plan Schemes be launched for ‘minorities
with an equitable provision for Muslims.’ It recommends special measures for the
promotion and spread of Urdu. It recommends the adoption of ‘alternate admission
criteria’ in universities and autonomous colleges: assessment of merit should
not be assigned more than 60 per cent out of the total — the remaining 40 per
cent should be assigned in accordance with the income of the household, the
backwardness of the district, and the backwardness of the caste and occupation
of the family.
**It recommends that grants by the University
Grants Commission be linked to ‘the diversity of the student population.’ It
recommends that pre-entry qualification for admission to ITIs be scaled down,
that ‘eligibility for such programmes should also be extended to the madrassa
educated children.’ It recommends that ‘high quality government schools should
be set up in all areas of Muslim concentration.’ It recommends that resources
and government land be made available for ‘common public spaces’ for adults of —
its euphemism — ‘Socio-Religious Categories’ to ‘interact’.
**It recommends that incentives to builders,
private sector employers, educational institutions be linked to ‘diversity’ of
the populations in their sites and enterprises. For this purpose it wants a
‘diversity index’ to be developed for each such activity.
**It recommends changes in the way
constituencies are delimited. It recommends that where Muslims are elected or
selected in numbers less than adequate, ‘a carefully conceived ‘nomination’
procedure’ be worked out ‘to increase the participation of minorities at the
grass roots.’
It notes that there
already are the Human Rights Commission and the Minorities Commission ‘to look
into complaints by the minorities with respect to state action.’ But these are
not adequate as the Muslims still feel that they are not getting a fair share.
The solution? Here is its recommendation, and a typical passage:
**‘It is imperative that if the minorities have
certain perceptions of being aggrieved,’ notice the touchstone — ‘if the
minorities have certain perceptions of being aggrieved’ — ‘all efforts should be
made by the state to find a mechanism by which these complaints could be
attended to expeditiously. This mechanism should operate in a manner which gives
full satisfaction to the minorities’, notice again the touchstone — not any
external criterion, but ‘full satisfaction to the minorities’ — ‘that any denial
of equal opportunities or bias or discrimination in dealing with them, either by
a public functionary or any private individual, will immediately be attended to
and redress given. Such a mechanism should be accessible to all individuals and
institutions desirous to complain that they have received less favourable
treatment from any employer or any person on the basis of his/her SRC
[Socio-Religious Category] background and gender.’
**The responsibility is entirely that of the
other. The other must function to the full satisfaction of the Muslims. As long
as the Muslims ‘have certain perceptions of being aggrieved,’ the other is at
fault...
**So that everyone is put on notice, so that everyone who is the other is
forever put to straining himself to satisfy the Muslims, the Committee
recommends that a National Data Bank be created and it be mandatory for all
departments and agencies to supply information to it to document how their
activities are impacting Muslims and other minorities. On top of all this,
government should set up an Assessment and Monitoring Authority to evaluate the
benefits that are accruing to the minorities from each programme and activity...
This is the programme that every secularist who is in government is demanding
that the government implement forthwith. And every secularist outside — the
ever-so-secular CPI(M), for instance — is scolding the government for not
implementing swiftly enough. What splendid evolution! Not long ago, unless you
saw a Muslim as a human being, and not as a Muslim, you were not secular. Now,
if you see a Muslim as a human being and not as a Muslim, you are not secular!
Consequences
The
first consequence is as inevitable as it is obvious: such pandering whets the
appetite. Seeing that governments and parties are competing to pander to them,
Muslims see that they are doing so only because their community is acting
cohesively, as a vote bank. So, they act even more as a bank of votes.
For the same reason, a competition is ignited within the community: to prove
that he is more devoted to the community than his rival, every would-be leader
of the community demands more and more from governments and parties. When the
concession he demanded has been made, he declares, ‘It is not being
implemented’. And he has a ready diagnosis: because implementation, he declares,
is in the hands of non-Muslims. Hence, unless Muslims officers are appointed in
the financial institutions meant for Muslims... With demand following demand,
with secularist upon secularist straining himself to urge the demands, the
leader sets about looking for grievances that he can fan. When he can’t find

**Governments make the fatal mistake, or — as
happened in the case of the British when they announced separate electorates for
Muslims — they play the master-stroke: they proffer an advantage to the
community which that community, Muslims in this case, can secure only by being
separate — whether this be separate electorates in the case of Lord Minto or
separate financial institutions in the case of Manmohan Singh.
The community in its turn begins to assess every
proposal, every measure, howsoever secular it may be, against one touchstone
alone: ‘What can we extract from this measure for Muslims as Muslims? ’How
current the description rings that Cantwell Smith gave in his book, Modern Islam
in India, published in the 1940s, of the effect that the British stratagem of
instituting separate electorates for Muslims had had on the Muslim mind.
The separate electorates led Muslims, as they
had been designed to lead them, he observed, ‘to vote communally, think
communally, listen only to communal election speeches, judge the delegates
communally, look for constitutional and other reforms only in terms of more
relative communal power, and express their grievances communally.’ [Wilfred

Exactly the same consequence will follow from
implementing the Sachar proposals — and the reason for that is simple: the
essential point about the proposals is the same — that is, the Muslims can
obtain them by being separate from the rest of the country.
The reaction cannot
but set in. ‘As Muslims are being given all this because they have distanced
themselves from the rest of us, why should we cling to them?’ the Hindus are
bound to ask. ‘On the contrary, we should learn from them. Governments and
political parties are pandering to Muslims because the latter have become a bank
of votes. We should knit ourselves into a solid bloc also.’
Do you think they need a Pravin Togadia to tell
them this? The genuflections of governments and parties write the lesson on the
blackboard. And the abuse hurled by secularists drills it in: by the excellent
work that Narendra Modi has done for development, he had already made himself
the pre-eminent leader of Gujarat; by the abuse they have hurled at him, the
secularists, in particular the media, have enlarged his canvas to the country.

Some instances of injustices inflicted upon Hindus by the Muslims in the recent
past:
a) some three million, mostly Hindus massacred in East Pakistan,
now Bangladesh, and exodus of some 9 million Hindus to India as refugees in
early 1970's, when the Indian army had to intervene to rescue the populace;
b) They expelled, exterminated and ethnically
cleansed all Hindus, Sikhs and others from Kashmir valley since 1989;
c) Massacre of some 20,000 in Calcutta in August
1946 in three days to force Congress to partition against Mahatma
Gandhi's declaration of "Partition over my dead body";
d) Massacre of approximately five millions
Hindus and Sikhs during the partition in 1947;
e) genocide of some 50- 100 million Hindus by
some estimates during 700 years of Islamic rule - the worst in the history of
mankind, and demolition, vandalizing and looting of tens of thousands of
temples and conversion into mosques; and
f) The recent incessant terrorist Jihadist
attacks in India.
g) Forcible conversion of missions of Hindus in
to Islam.
h) Imposition of Jazzia (penalty tax) on Hindus
for not being Muslims etc., etc.

UPA dips into SC, OBC funds to pay for 'Muslims first' policy

In a blatant discrimination, the Centre has reduced the fund allocation for the
welfare of Scheduled Castes and Other Backward Classes by Rs 3,000 crore in the
11th Five-Year Plan, but trebled the allocation for the minorities to Rs 1,400
crore per annum against Rs 500 crore.
Government sources said the Ministry of Social Justice and Empowerment (SJ&E)
had sought Rs 16,100 crore for the 11th Plan to carry out welfare schemes for
SCs and OBCs, out of which Rs 11,185 crore was to be spent on socio-economic
development of SCs between 2007 and 2012. The share of OBCs was Rs 2,250 crore.
"Since the Centre has drastically reduced the allocation for the Plan period by
almost Rs 3,000 crore, the Ministry was left with no option but to adjust
internal funds disbursement accordingly. The Ministry would now only have Rs
9,097 crore to be spent on various welfare schemes meant for SCs during the Plan
period, while the OBCs would get only Rs 1,588 crore," sources said.
OBCs are going to be the worst hit by the Centre's move to reduce the quantum of
funds for disadvantaged groups of the society. "Earlier, the Ministry planned to
earmark 14 per cent of total funds to be spent on the development of OBCs, and
now only 12 per cent would be available for them, while 70 per cent would go to
the welfare schemes for SCs," they added.
The Centre has kept minorities, particularly Muslims, in good humour by
allocating Rs 7,000 crore for 11th Plan. It increases the annual allocation to
the Ministry of Minority Affairs (MMA) from Rs 500 crore to Rs 1,400 crore.
Incidentally, the Ministry had sought only Rs 1,100 crore as annual allocation.
"It is a win-win situation for the Muslims in particular. Apart from the
minority schemes, they would continue to avail the benefits of other schemes as
well in the capacity of being OBCs. Over 90 per cent Muslims are already
included in the State and Central lists of OBCs."
The MMA officials justified the increase in funds, stating that the
"effectiveness of welfare schemes would be minimised if the Government does not
make funds available as per the requirements".
"What kind of multi-sectoral development programmes could be launched in the
minorities concentration districts with over Rs 120 crore? There are over 90
such districts in the country," they argued.
"We had asked for around Rs 12,000 crore for initiating several welfare and
developmental programmes for minority communities during 11th Plan. But the
Centre has approved only Rs 7,000 crore. We hope the Centre would further
increase the allocation," a Ministry official said.
