Subject: Congress bribery to influence voters by promising Free Color TVs and Rice at Rs two, etc. must be considered “electoral corruption” and therefore, forcefully countered to ensure sanctity and fairness of elections. Cleaning up electoral process is the primary step for eradicating corruption in Govt.  

Aadarniya national and state Leaders;  

Being proponents of nationalist governance representing the majority community, we find it highly disappointing that BJP has not reacted to Congress manifesto promising that if voted to power in Karnataka it would provide free colour TVs and 25 kg of rice at Rs 2 for families living below the poverty line (BPL) ;  loans at three per cent interest rate to farmers, women's self help groups, potters, handloom weavers, fishermen and shepherds; and a stipend of Rs 1,200 for two years for all those unemployed youth who have cleared their class ten exams (attachment A).  

Such open bribery just at the time of elections destroys entire sanctity, impartiality and fairness of the whole election process and makes democracy a sham. The new rulers of India had more than 60 years at their disposal for cultivating a new prosperous and poverty-free life for the Indian people and they miserably failed to deliver this promise. Now at the verge of elections when people are determined to dethrone and de-fang congress the party has once again resorted to old corrupt practices with intent to changing the outcome of elections.  

Conceivably the BJP could offer a competitive economic package to off- set the congress bait. Undoubtedly in the previous election the promise of cheap rice lead to Congress victory in A.P. However, such false promises by Congress over and over again including the one like  "Garibi Hatao" by Indira Gandhi, have done precious little to liberate the people from the all pervasive problem of poverty. Accordingly, such promises made only as a diversionary tactic must be thoroughly exposed. Without being backed by economic planning these promises have not worked during the past sixty years and they are not going to work now.  

We firmly believe that the inclusion of the below given vital planks in the electoral manifesto should further help the BJP in favorably influencing the electorate:


1) The divisive policies of promoting two separate Societies for Hindus & Muslims and thwart disintegration by Aurangzeb like privileged treatment to Muslims by Govt.  must be challenged:  Official commitment for enforcing the politically motivated Sachar Report, Prime Minister's commitment for first preference to Muslims , his 15 point plan for Muslims; and enforcing a communal quota system in employment and even at the topmost technical and management institutions could lead the country to division once again. The uncalled for and unconstitutional largesse amounts to open bribery and class war by Congress to maintain control on power. 

Govt. is oblivious of the fact that the backwardness amongst Muslims is primarily due to the structural problems in their society that allows many wives, is unwilling to follow a common civil code, promotes larger family for demographic dominance, and aims at Islamizing India rather than improving the lot of Muslims. There are estimated 30 to 50 million Bangladeshi infiltrators in India who should be deported  rather than pampered by awarding them such privileges.  

2) The Jihadist terrorism directed against Hindu India should be a core issue in Karnataka and national elections:  New and old accounts are replete with unrebuttable volumes of evidence that all these attacks and crusades are directed against Hindu India with the twin goal of achieving country’s disintegration and Islamization. The Jihadist terror attacks on Hindus, their culture and temples continue in the heartland of India. 

The calculated appeasement by Congress/ UPA only encourages Jihadist terrorism and Maoist and Naxalite insurgencies. Congress has purposely extended patronage to these subversives rather than suppressing them with an iron hand. While the GOI sleeps, SIMI (Students Islamic Movement of India) has created a country wide network of some 20,000 youth brainwashed in believing that through terror they could convert India into an Islamic country: They boldly claim that  "Jihad is our path. India is to be liberated by converting it to dar-ul Islam either by conversion or by subversion."  

3) The Congress led UPA Govt. at the Center is offensively anti- Hindu -- insulting and treating Hindus as second class Jazzia paying colonial subjects:   

a) It promotes the demolition and destruction of Hindu temples and religious infrastructure under official control by denying freedom of religion and by taking away temple revenues and endowment lands thus rendering them dysfunctional; 

b) The godless congress Questions the existance of Lord Ram and ordered destruction of Rama Sethu Bridge, one of the top most symbols of India’s cultural and religious heritage;

c) It remained indifferent on the issue of unjustifiable arrest of H.H. Kanchi Shankaracharya, the most revered Hindu Seer, on concocted charges over three years ago - still they have not succeeded in finding him guilty. 

4) Autonomy of temples is an urgent election issue: The Karnataka state is squeezing the life out of Temples by siphoning off their revenue to promote adversarial religions   In the year 2002-2003, out of Rs 79 crores of temple revenues, Rs. 59.15 crores was given away to mosques, Madrasas, Hajj, etc. , Rs. 12.75 crores was given to Christian institutions and a mere Rs.  7.1 crores were allocated to maintain over 248,000 temples. Such discrimination against Hindus and patronage for Muslims and Christians is highly questionable, illegal and provocative to Hindus worldwide.  

It is understood that the committee appointed by the Govt. and headed by the former Chief Justice of the Punjab and Haryana High Court, Shri Rama Jois,  to review the Endowment legislation, has submitted its recommendations. These must be reviewed by jurists and Community leaders and urgent action taken for establishment of a Hindu Board by the new administration.

5) BJP should develop a vision for “Mahaan Bharat” and commit to its implementation The vision may include: a sovereign country and an economic powerhouse capable of fully defending itself and its people from any external aggression or internal Jihadist onslaught  -- following Raj dharma, where every one will receive equal treatment, there will be no farmer's suicides under the trying circumstances. And with equality and prosperity there will be no untouchables or backwards for being used as a tool for social fragmentation, factional frictions and political manipulation. All citizens will enjoy equal protection under the law, opportunity through education and necessary help based on need and not on creed. Such honest and pragmatic commitment will favorably motivate the electorate. 

6) BJP must not take Hindus for granted and commit to address their concerns - while keeping in mind that other political parties were going beyond the boundaries of law to please and appease minorities. The spheres of commitment by the BJP should include : a) projecting a Vision for "Mahaan Bharat"; b) liberating temples in Karnataka from Govt. control by adopting Justice Rama Jois Committee’s Report after review by jurists, Hindu community and religious leaders ; c) making a concerted effort to enable the SCs, STs and OBCs opportunities for advancement and social equality by focused Govt. and NGO programs; d)  phasing out Hajj and other religion based patronages & subsidies; and, e)  campaigning to amend Articles 25 to 30 of the Constitution that discriminate against Hindus. 

7) Hon'ble BJP Leaders: May we request you to urgently examine the Congress package for BPL and develop a competitive plan for electoral victory while ensuring country's sovereignty, security and prosperity. For maintaining strategic separation and deniability the BJP could also launch some organizational outfits for countering the moves made by Congress and for benefiting the needy with better options.  

 It is our belief that the other points stated above should provide  BJP a formidable electoral advantage. 

People’s consciousness level must be elevated so they understand that selling votes is selling their and their family's future. What these tricksters and promise makers have not been able to deliver during the past six decades how can they deliver it now? These corrupt practices have elevated the Congress lords to becoming 'crorepatis', while the honest farmers are pushed in to circumstances that compel them to commit suicide to save their honor.

Free colour TVs and 25 kg of rice at Rs 2 for families living below the poverty line - that is what the Congress manifesto promises before the assembly elections in Karnataka.

At a press conference in Bangalore on Wednesday, state Congress chief Mallikarjuna Kharge said that if voted to power, the party would provide loans at three per cent interest rate for farmers, women's self help groups, potters, handloom weavers, fishermen and shepherds. All pending loans under the Ashraya and Awaz Yojana scheme will also be waived off.

The Congress also promised to extend the Yeshaswini Health Insurance Scheme to those living below the poverty line. The party will provide a stipend of Rs 1,200 for two years for all those unemployed youth who have cleared their Class ten exams.

Kharge said that approximately 35 members of the Congress committee had met earlier in the day to finalise the list of probable candidates and the guidelines to issue tickets to aspiring candidates. Kharge said that the Congress will release the final list of the candidates on April 16
